关于调整自瑞士赴华人员行前检测要求的通知【中英文】
为进一步做好疫情防控工作,根据疫情、病毒变异特点等因素,即日起,对自瑞士赴华人员登机前新冠病毒检测要求调整如下:
一、所有赴华乘客均须在登机前48小时内,进行两次核酸RT-PCR检测(简称“双核酸”),其中第2次核酸检测须在登机前24小时内进行,两次核酸检测须在不同检测机构完成,且两次采样间隔24小时以上,并取得“双核酸”检测阴性证明。申请“健康码”时,请选择申请人常居地所在领区检测机构。临时来瑞人员和中转乘客可不受领区限制,根据第二次检测机构所在地选择对应的使领馆。
如遇特殊困难请提前联系您所在领区内的使领馆。
驻瑞士使馆领区:伯尔尼州、日内瓦州、巴塞尔城市州、巴塞尔乡村州、乌里州、上瓦尔登州、下瓦尔登州、弗里堡州、索洛图恩州、沃州、瓦莱州、纳沙泰尔州、汝拉州、提契诺州。
驻苏黎世总领馆领区:苏黎世州、卢塞恩州、圣加仑州、阿尔高州、格劳宾登州、沙夫豪森州、施维茨州、格拉鲁斯州、楚格州、内阿彭策尔州、外阿彭策尔州、图尔高州,列支敦士登公国。
检测时间计算方法举例:如您航班起飞时间为7月22日20:30,第一次核酸检测可于7月20日0时后进行,第二次核酸检测应于7月21日20:30以后进行。
二、检测机构选择及有关具体要求
(一)乘客可在瑞士合法检测机构检测,并获得相应的检测报告。驻瑞士使领馆不指定检测机构。

(二)取样及检测报告要求
核酸检测方式应为RT-PCR,取样方式须采用鼻咽拭子(德文Nasopharyngealabstrich或Nasen-Rachenabstrich,英文Nasopharyngeal)。不接受口咽拭子(Rachenabstrich)、唾液(Gurgeltest, Speicheltest)等取样方式。
检测报告必须明确标示核酸(NAAT)、RT-PCR等字样和具体采样时间(如2022年7月4日10:10),并且包含申请人姓名、出生日期、护照号码、医生签字或检测机构盖章、检测机构联系地址、电话、明确的检测结果(阴性/阳性)等信息。请申请人务必到正规的机构检测,并提前与机构沟通好,避免因检测机构资质问题和检测报告各项信息不明确影响“健康码”申领。
驻瑞士使领馆将与检测机构核查结果真实性。请乘客在检测时告知采样和检测机构同意向使领馆提供检测结果等个人信息。
三、既往感染者痊愈预审和登机前检测具体要求
既往感染者痊愈14天以上的按普通乘客要求进行登机前“双检测”。既往感染者痊愈未满14天的补足14天,并通过邮件提供2次核酸检测阴性证明(间隔24小时以上),14天期间健康监测无异常的,按要求进行登机前“双核酸”。
密切接触者进行5天健康监测,期间填写《自我健康状况监测表》(见附件),监测期间无异常的,按要求进行登机前“双核酸”。
四、关于赴华行程和有关要求
(一)瑞士始发乘客可乘直航航班或中转航班赴华,无路线、中转次数限制。
(二)自瑞士始发乘客在中转前须按要求检测并向驻瑞士使领馆申领“健康码”,中转时亦须向中国驻第三国使领馆申领“健康码”。涉及多次中转的,只在始发地和最后一次中转地(赴华直航航班起飞地)分别进行检测,并分别申领“健康码”。
(三)从第三国始发来瑞士中转并将瑞士作为最后一次中转地(赴华直航航班起飞地)的乘客,可凭中国驻该国使领馆审发的“健康码”以及在瑞士两次核酸检测结果申领“健康码”。
五、申请健康码方式
中国籍乘客有两种方式可以申请健康码:
(一)在微信小程序中搜索“防疫健康码国际版”获得入口;
(二)打开微信,通过扫描官方渠道推出的“防疫健康码国际版”二维码进入小程序。
首次登录时,需要用户进行实名认证,认证通过后,按照要求在线填报申报人相关信息,并上传检测报告等材料,之后可随时查看申报人的健康码状态。
请如实详细填写个人信息、检测结果及既往感染史、接触史等情况,并上传以下材料:
1、符合要求的检测报告:须同时上传检测机构出具的原始检测报告和由瑞士联邦卫生总局(Federal Office of Public Health POPH)认证颁发的新冠检测证书(COVID certificate,左上角带有二维码);
2、疫苗接种证明(如有);
3、护照个人信息页;
4、从瑞士始发的乘客需上传瑞士居留证明(居留卡正反面、入境瑞士的签证等);来瑞中转并将瑞士作为最后一次中转地(赴华直航航班起飞地)的乘客需上传始发国中国使领馆审发的“健康码”;
5、机票行程单(或机票);
6、其他材料:痊愈14天的既往感染者和密切接触者须上传《自我健康状况监测表》(请见附件,下同)。
非中国籍乘客申请:
请通过网址(https://hrhk.cs.mfa.gov.cn/H5/)登录平台在线申请健康码。请如实详细填写个人信息、检测结果及既往感染史、接触史等情况,并上传以下材料:
1、符合要求的检测报告:须同时上传检测机构出具的原始检测报告和由瑞士联邦卫生总局(Federal Office of Public Health POPH)认证颁发的新冠检测证书(COVID certificate,左上角带有二维码);
2、疫苗接种证明(如有);
3、护照个人信息页;

六、特别提醒
(一)中国驻瑞士使领馆会在收到申请后尽快审批,包括周末和节假日。提交健康码申请之后,请关注健康码审批状态,务必保证通讯畅通,避免漏接电话,使领馆工作人员有可能就健康码问题与申请人电话联系。
为保证您的行程不受影响,建议拿到检测报告后尽快提交申请,并务必确认已上传成功。请不要在审批时间内催询,以免影响审批进度。如您临近航班起飞时仍未收到审批结果,可拨打驻瑞士使领馆领保电话(请见文末)联系确认。
在您办理值机手续或登机时,请通过手机或电脑向航空公司工作人员展示实时动态健康码,打印或截屏健康码将不被接受。
(二)以上政策涉及所有乘客,包括婴幼儿、儿童。
(三)疫情检测政策将视疫情和境外输入情况进行动态调整,提醒赴华乘客务必做好行前防护、行前自我健康监测,避免因登机前检测阳性造成滞留或入境后造成输入。
此前发布的有关通知与本通知相冲突的,以本通知为准。

Notice on the Adjustment of the PCR Test Requirements for China-Bound Passengers Departing from Switzerland
For the better implementation of the COVID-19 prevention and pandemic control, in accordance with the characteristics of the virus mutations, the requirements of tests for SARS-CoV-2 for China-bound passengers departing from Switzerland are adjusted since June 30th, 2022 as follows:
I. All China-bound passengers shall take two nucleic acid RT-PCR tests which are referred to as “double PCR tests” within 48 hours before the date of departure at two different testing institutions, and the second RT-PCR test must be performed 24 hours after the first test and within 24 hours before boarding. Passengers are required to present the two negative PCR tests reports when they apply for health codes. Swiss residents shall go to the testing institutions in the consular district of the Chinese Embassy in Switzerland or the Chinese Consulate General in Zurich, where their residences are located. Temporary visitors to Switzerland or transit passengers are not restricted by the consular district and shall correspondingly choose the Chinese Embassy or Consulate General according to the location of the second testing institution when applying for health codes online.
Should you have any difficulty, please contact the Chinese Embassy in Switzerland or the Chinese Consulate General in Zurich as per its consular district corresponding to your residence.
Consular district of the Chinese Embassy in Switzerland:
Bern, Genf, Basel-Stadt, Basel-Landschaft, Uri, Obwalden, Nidwalden, Freiburg, Solothurn, Waadt, Wallis, Neuenburg, Jura, Tessin.
Consular district of the Chinese Consulate General in Zurich :
Zürich, Luzern, St. Gallen, Aargau, Graubünden, Schaffhausen, Schwyz, Glarus, Zug, Appenzell Innerrhoden, Appenzell Ausserrhoden, Thurgau as well as the Principality of Liechtenstein.
Example of calculation method of testing time: If your flight will depart at 20:30 on July 22nd, the first RT-PCR test shall be conducted after 0:00 on July 20th, and the second one be performed later than 20:30 on July 21st.
II. Requirements for testing institutions
1. Passengers can conduct their tests in testing institutions recognized by the Swiss government.
For the passengers' convenience, the Chinese Embassy in Switzerland and the Chinese Consulate General in Zurich provide the following list only for references:

2. Requirements of sampling and test reports
The nucleic acid detection method must be RT-PCR. Specimen type need to be Nasopharyngeal (in German: Nasopharyngealabstrich or Nasen-Rachenabstrich). Oropharyngeal swab (OPS) or Saliva test ( in German: Rachenabstrich, Gurgeltest or Speicheltest ) will not be accepted.
The test report must indicate the nucleic acid (NAAT), RT-PCR, date and time of sampling, as well as the name of tested people, passport number, date of birth, signature of doctor or stamp of the testing institution, contact details and the NEGATIVE or POSITIVE result. Passengers shall choose the legal testing institution and make sure the reports meet our requirements, in case of being unable to get the health code because of unqualified institute or test reports.
The Chinese Embassy in Switzerland and the Chinese Consulate General in Zurich will verify the authenticity of the test results with the testing institutions. Passengers shall inform the testing institution that you agree to provide personal information such as test results to the Chinese Embassy and the Chinese Consulate General during or after the test.
III. Specific requirements for pre-review and testing before boarding for previously infected passengers
Passengers with previous infection history and have been recovered for at least 14 days can follow the same requirements as that of normal passengers. Otherwise passengers shall provide 2 NAGATIVE reports of RT-PCR tests (minimum sampling intervals should be 24 hours) and undergo a 14-day quarantine for self-monitoring of the health status.
Passengers identified as close contacts or showing suspected symptoms shall undergo a 5-day quarantine for self-monitoring of the health status and fill in the “Personal Health Monitoring Form” which is attached at the end of this notice. If there is no abnormal situation during the quarantine and health monitoring period, passengers shall follow the “double PCR tests” requirements and apply for health codes.
IV. Requirements for flight routes
1. Passengers can take direct flight or transit flight from Switzerland to China and there are no requirements for transit countries or transit times.
2. Transit passengers who depart from Switzerland shall follow the test requirements and apply to the Chinese Embassy in Switzerland or the Chinese Consulate General in Zurich for health codes. Besides that, passengers shall also apply to the Chinese Embassy or Consulate General in the transit country for another health code. For passenger who transit in more than one country, health codes shall be applied for not only in the origin country but also in the last transit country.
3. China-bound passengers, who originate from another country and transit in Switzerland by using Switzerland as the last transit point, shall apply for the health code by presenting both the health code issued by the Chinese Embassy or Consulate in the origin country and the reports of “double PCR tests” taken in Switzerland.
V. Application of non-Chinese Passengers for health codes
Non-Chinese passengers shall log on the website https://hrhk.cs.mfa.gov.cn/H5/ via computers or smart phones, fill in the real and correct personal information, test results, history of prior COVID-19 infection, contact tracing record, etc. and upload the documents as follows:
1. Qualified test reports: please upload the original report issued by the testing institution as well as the COVID Certificate issued by the Federal Office of Public Health (FOPH);
2. Vaccination certificate (optional);
3. Passport information page;
4. Passengers departing from Switzerland should upload valid residence certificate (both sides of Swiss permit / Swiss visa, etc.). Passengers who transit in Switzerland and take direct flight to China shall upload the screen-shot of the health code issued by the Chinese Embassy or Consulate in the origin country.
5. Travel itinerary (or air ticket);
6. Valid Chinese Visa or Chinese residence permit;
7. Previously infected passengers or close contacts should upload the“Personal Health Monitoring Form”.
VI. Reminders
1. The Chinese Embassy or the Chinese Consulate General will process the applications as soon as possible not only on weekdays but also on weekends and public holidays. After submitting the health code application, please check the approval status of the health code in time, ensure smooth communication and avoid missed calls. We would contact you by phone in case any problem arises from the health code application.
To make sure your trip going well, you are advised to submit the application for the health code at your earliest conveniences after receiving the test reports and ensure that all the documents are uploaded successfully. Please do not urge inquiries during our handling process so as not to affect the approval progress. If you have not received the health codes when the flight is about to take off, please call our contact numbers which are listed at the end of this notice.
Passengers shall show the real-time dynamic green codes using smart phones or laptops when they check in or board the flight at the airport. Please note that neither printed pictures nor screen shots of green health codes will be accepted.
2. All the above-mentioned requirements apply to all passengers, including infants and children.
3. The requirements about tests for SARS-CoV-2 for China-bound passengers departing from Switzerland will be adjusted dynamically according to the pandemic situation as well as the number of infected cases from abroad. We hereby kindly remind all China-bound passengers of taking sufficient preventive measures to avoid any trouble due to positive test results.
In the event of any discrepancy between this notice and our prior ones, this notice shall prevail.
