A.租车

 

       到达瑞士后,首先需要入住酒店作为租房前的过渡。纳沙泰尔是一座精致小城,所有需要办理手续的地点(市政厅、银行、房产中介等)以及酒店均位于市中心,步行即可到达。因此租车可以根据客户需求办理,便于短途出行。租车需确定租用时长,可根据需求续租。

       如果客户入住位于市中心纳沙泰尔湖边的美岸酒店,可在入住期间停车至酒店私人停车位。

 

2. 申请长期停车许可

 

       租赁公寓时,部分公寓并不含车位,尤其是市中心的公寓。如果不含车位,则客户需要在纳沙泰尔市申请长期停车许可证,随后可使用公寓附近指定区域的蓝色停车位,停车不受时长限制。长期停车许可证只可由纳沙泰尔市居民申请,且车辆属于本人名下。

 

       因此,客户需等待B证拿到后进行申请,且确保车辆属于本人名下。

 

       价格:110瑞郎/年,现场支付可立即拿到许可证。

 

 

C.购置新车

 

       租车适合短期过渡期使用,而长期来看,则有必要购置属于客户自己的新车。

 

        1.长期租赁合同

 

       在瑞士可以通过两种方式购车,支付首付购车或者签署长期租赁合同购车。

 

       租赁合同指的是长期租用汽车,每月需支付的金额根据租车时长和预先商定的年公里数计算出来的。年公里数则根据客户每年可能出行的里程进行估算。在合同到期时,客户可以按照合同中确定的价格(余值)购买汽车。如不购买,也可将车辆归还至车行,重新签署另一辆新车的长期租赁合同。

 

       合同的期限与首次支付的金额由银行根据实际情况确定。首付金额作为保证金,通常为车辆价格的35%。客户需等到B证签发后方可签署长期租赁合同。

 

       长期租赁合同实际举例:

 


       这一案例中,客户需要在提车时支付35,000瑞郎首付款,随后的36个月(3年)里每月支付1,314瑞郎。根据客户通常在纳沙泰尔州和沃州用车的情况,预估每年里程为15,000公里。合同到期后,客户可以选择支付45,000瑞郎购车或将车归还给车行,重新租赁新车。

 

 

       2. 车辆保险

 



       瑞士强制要求每位车主购买车辆保险。

 

       第三方责任险是覆盖范围最小的保险,也是法律规定的强制保险。它会对客户的车辆造成的损失进行赔付,比如客户的车辆损坏他人财物或对他人造成人身伤害或死亡时,该保险会进行相应赔付。

 

       保险范围较全的保险还可以扩展至自然环境灾害损失和盗窃对客户车辆造成的损失,不论驾驶人是客户本人还是他人,比如风暴、冰雹、火灾、动物造成的意外事故等造成的车辆损坏。

 

       保险范围最为全面的保险可以涵盖以上两种情况,不仅包括自然环境灾害损失和盗窃对客户的车辆造成的损失,也包括客户或客户的车辆造成的一切损失。比如,事故碰撞剐、蹭或车辆报废等全损情况。如果车辆签署的是长期租赁合同,全险属于强制险。

 

 

       此外,客户也可以通过购买附加险增加保险范围,建议考虑以下三种附加险:

 

       1. 乘客意外伤害险:对司机和乘客在意外事故中受到的伤害进行赔付,如乘客为未成年儿童和外国人,建议购买。

 

       2. 道路救援险:在瑞士和欧洲境内出现车辆故障时提供全面的道路救援。

 

       3. 重大过失险:保险公司通常不会完全赔付重大过失情况下由顾客造成的交通事故(比如由于开车使用手机或闯红灯造成的事故)。购买该附加险可以在重大过失情况下也可进行完全赔付。

 

       保费根据所选项目、车辆品牌、车辆价格及型号、注册所在州以及司机确定,每年支付。例如,全新的保时捷Cayenne Coupé2021年款,纳沙泰尔州注册,司机年龄48岁,全险及3项建议附加险总额为2500瑞郎/年。

  

 

       3. 车辆牌照

 

       纳沙泰尔州的车牌号码可以随机摇号或者购买市场上出售的部分号牌。

 

       20000”以下的号牌和含有特殊数字含义的号牌通过拍卖出售(如号牌“007”代指特工詹姆士邦德代号或者其他拥有特殊含义的三位数字)。通常,三位数字的车牌起拍价格为1500瑞郎,四位数字的车牌起拍价格为1000瑞郎,5位数字的车牌起拍价格为200瑞郎。

 

       其他“20000”以上且不含有特殊含义数字的号牌以固定价格出售,价格通常在100-400瑞郎之间。

 

       4. 汽车税

 

       根据每年二氧化碳排放量和汽车使用年限,客户须每年向州汽车管理局缴纳汽车税,最高不超过1500瑞郎/年,一年一付。

 

 

 

D.驾驶执照

 

 

       在瑞士定居的外籍人士需要在登陆后1年内将其原有驾照换为瑞士驾照。非欧盟国家驾照持有者需要通过瑞士路考换取瑞士驾照。所以非常建议在路考前,请有资质的教练上几节课。如果没有通过路考,则不能换取瑞士驾照,且需要从头开始申请瑞士驾照(急救课程、理论课程、驾驶课程、路考)。

 

       持有澳大利亚、加拿大、日本、台湾、新加坡和美国驾照无需路考。

 

       请注意,路考考官通常不会使用英语下达指令,或英语能力非常有限,因此建议客户在路考和驾照考试前补习基本法语知识。

 

 

E.购置家具

 

       瑞士大部分公寓租赁并不含家具,因此确定公寓后,客户需要首先购置基础家具后才能搬家入住。纳沙泰尔州最方便的置办家具地点为Marin Centre购物商场。

F.语言学校

 

       每年更新B证的条件之一包括对法语等级的要求,目的是让客户更好地融入当地社区。在瑞士居住满一年后,客户需要提供法语水平A2的证书,或提供相关材料证明自己正在学习法语课程。

 

       另外,在换取瑞士驾照时,教练往往不会使用英语,因此有必要了解基础的法语知识,以便通过驾照考试换取瑞士驾照。

Settle down in Switzerland

 

       Besides all the official steps you will be going through upon your arrival to Switzerland (please see the document Official arrival to Switzerland), you will slowly settle down and get to know the local life and rules. In this document, you will find some basic and very practical information for a smooth settle down in Switzerland.

 

       Topics:

       A. Rent a car 

 

       When you arrive to Switzerland, you will first live in a hotel for a transitional period. Neuchâtel is a small city and all the official venues you will have to visit (Public Administration, banks, real estate agency, etc.) as well as your hotel are located in the city center and reachable by foot. Depending on your personal needs, renting a car might be useful for the convenience of your travels.

 

       The rental is made for a determined period and can be prolonged according to your needs.

 

       The rental company in Neuchâtel is:

       Please follow the instructions of La Soleille and take the following documents with you:

       In Switzerland, traffic rules have to be strictly respected. In order for you to drive safely and avoid any accident or fine, please carefully read the document “Traffic rules and road signs in Switzerland” prior driving on the streets.

 

B. Parking in Neuchâtel 

 

       1. Main parking lots in Neuchâtel 

 

       In Neuchâtel there are several parking lots. Two are located in the very city center:

 

       Parking Pury (beside hotel Beau-Rivage): 


       o 30 min           1.50 CHF

       o 2h                  4.50 CHF

       o All day           35.- CHF

 

       Parking Port (beside harbour):


       o 30 min           1.00 CHF

       If you are staying at Hotel Beau-Rivage, located in the city center and on the shore of the lake of Neuchâtel, you will be able to leave your car in their private parking lot during your stay at the hotel.

 

       2. Parking authorization delivered by the City 

 

       When moving into your new apartment, it might happen that a parking space is not included in the contract, especially if the apartment is located in the city center. If you dont have any private parking space with your rental apartment, there is a possibility to get a long-term authorization from the city to park without time limit in the blue parking spaces of a determined zone of the city around your apartment. The authorization is only valid for residents of Neuchâtel and for one car under the name of the resident.

 

       In order to get such authorization, you will therefore need to receive your final B-permit and have a car under your name. Please follow the instructions of La Soleille.

 

       Price: 110.- CHF / year. If paid on the spot, the authorization card can be delivered immediately.

 

       C. Buy a new car

 

       Renting a car might be useful for a transitional period. However, purchasing a car might be quite necessary for the long-term.

 

       1. Leasing contract 

 

       In Switzerland, there are two ways of financing a car, either by the down-payment of the full price or by signing a leasing contract.

 

       The leasing contract consists of a long-term rental of a vehicle whose monthly payment is calculated for a fixed period and a number of kilometers agreed at the beginning. The agreed annual mileage corresponds to an estimation of the distance you will be travelling according to your needs. At the end of the contract and if you wish so, you can buy the car to a price determined in the contract (residual value). If you dont wish to buy the car, you will have to give it back to the garage and you will have the possibility to create a new leasing contract for a new car.

 

       The duration of the leasing contract and the down-payment are calculated case by case by the bank. In general, a down-payment of approximatively 35% of the car price will be asked as a guarantee. The signature of the leasing contact can only be made once you have received your final B-permit.

 

       Practical example of a leasing contract:

 

 

       In this example, you will pay 35000.- CHF as a down-payment when you receive the car. Then, each month, you will pay 1314.- CHF for a total duration of 36 months (3 years). An annual mileage of 15000 km corresponds to a normal use of a car in the Canton of Neuchâtel and Vaud. At the end of the contract, you will have the possibility either to purchase the car for 45000.- CHF or to give it back to the garage and choose another car.

 

       2. Car insurance 

 

       The car insurance is mandatory for each car owner in Switzerland.

 

       The third-party liability is the minimum cover required by law. It protects you financially against any damage you cause with your car, for example if you damage someone elses property or if you injure or kill someone with your car.

 

       The partially comprehensive cover for environmental damage and theft protects you against damage to your vehicle caused neither by you or by other drivers, for example damage from storm, hail or fire, accidents involving animals, etc.

 

       The fully comprehensive cover is an extensive cover for carefree driving protecting against all damages covered by the partially comprehensive cover as well as any damage you cause to your car by yourself, for example in the event of a collision or a scrap, in case of total loss, etc. The fully comprehensive cover is mandatory if you have a leasing contract.

 

       In addition, you can increase your cover with supplementary insurances. Three supplementary insurances in particular are highly recommended:

 

       1. Passenger accident: covers personal injuries suffered by the driver and passengers in the event of an accident. Recommended especially when children and foreigners are passengers.

 

       2. Assistance: full assistance in case of breakdown in Switzerland and Europe.

 

       3. Gross negligence: usually insurance companies dont cover full the full damage amount in case you cause an accident through gross negligence (for example while distracted by your mobile phone or when not respecting a red light). With this supplementary insurance, the full amount is covered, even in case of gross negligence.

 

       The price of the insurance is payable per year and depends on the type of insurance chosen, the brand, price and type of car, the canton of domicile and the driver. Example for a brand-new Porsche Cayenne Coupé, model 2021, registered in Neuchâtel whose driver is 48 years old: for a full comprehensive cover as well as the 3 recommended supplementary insurances, the price is around 2500.- CHF/year.

 

       3. Car plate 

 


       In Neuchâtel, the number of the plate is either randomly attributed or can be chosen among the numbers available on the market.

 

       Numbers below 20000” and special numbers (for example numbers including 007 for James Bond or with 3 identical numbers) are sold at auction. The auction of 3-digit numbers starts at 1500.- CHF, 4-digit numbers at 1000.- CHF and 5-digit numbers at 200.- CHF in general.

 

       Numbers above 20000” not containing special numbers are sold at a fix price between 100.- and 400.- CHF.

       4. Car tax

 

       Each year, you will have to pay an annual tax to the Cantonal Automobile Service for your car. The annual tax depends on the CO2 emissions and the age of the car. The amount can go up to 1500.- CHF / year and is payable annually.

 

       D. Driving license 

 

       Foreigners who settle down in Switzerland have to convert their foreign driving license into a Swiss driving license latest one year after their arrival. Drivers with a driving license from a non-European country, must pass a practical road exam in Switzerland. It is highly recommended to take some driving classes with an accredited teacher at least 4 months before the deadline in order to prepare for the exam, even though you are an excellent driver. In the case you fail the exam, you will not be authorised to drive with your foreign license anymore and you will have to start the process of obtaining a Swiss driving license from the beginning on (first aid course, theory exam, driving classes and practical exam).

 

       Drivers with a driving license from Australia, Canada, Japan, Taiwan, Singapore and the USA do not have to pass a practical exam.

 

       Please take into consideration that driving teachers and experts usually dont speak or speak very poor English. It is therefore very important to master the basics of French in order to follow the driving classes and pass the exam.

 

       E. Buy furniture for the rental apartment

 

       Apartments in Switzerland are, in most of the cases, rented without any furniture. Once you have chosen your apartment, you will therefore have to buy the basic furniture in order to be able to move in. The easiest and quickest way to buy furniture in Neuchâtel is to go to a shopping mall close to Neuchâtel called Marin Centre.

       F. Language school

 

       One of the requirements for the renewal of your B-permit is to reach a certain level of French in order to better integrate into the local society. After one year of living in Switzerland, you will therefore have to show either a certificate of level A2 or prove that you are following courses and are in the process of learning French.

 

       Furthermore, since driving teachers usually dont speak English, it is important that you have some basic knowledge of French for the driving classes to pass the driving test and be able to convert your driving license.

 

       La Soleille recommends you to start as soon as possible online French class with a Chinese professor for at least 3 months in order to learn the basic grammar and pronunciation. Once you are familiar with the language, La Soleille will be happy to assist you register into a local language school. Please keep in mind that classes will be taught from English to French. Therefore, a B2 level of English is also necessary in order to learn French and be able to communicate locally.
